HAKKINDA Y\u00d6NETMEL\u0130K<\/strong><\/p><p style=\"font-weight: 400;\">\u00a0<\/p><p style=\"font-weight: 400;\"><strong>B\u0130R\u0130NC\u0130 B\u00d6L\u00dcM<\/strong><\/p><p style=\"font-weight: 400;\"><strong>Ama\u00e7, Kapsam, Dayanak ve Tan\u0131mlar<\/strong><\/p><p style=\"font-weight: 400;\"><strong>Ama\u00e7<\/strong><\/p><p style=\"font-weight: 400;\"><strong>MADDE 1 \u2013<\/strong>\u00a0(1) Bu Y\u00f6netmeli\u011fin amac\u0131, i\u015fyerlerinde acil durum planlar\u0131n\u0131n haz\u0131rlanmas\u0131, \u00f6nleme, koruma, tahliye, yang\u0131nla m\u00fccadele, ilk yard\u0131m ve benzeri konularda yap\u0131lmas\u0131 gereken \u00e7al\u0131\u015fmalar ile bu durumlar\u0131n g\u00fcvenli olarak y\u00f6netilmesi ve\u00a0 bu konularda g\u00f6revlendirilecek \u00e7al\u0131\u015fanlar\u0131n belirlenmesi ile ilgili usul ve esaslar\u0131 d\u00fczenlemektir.<\/p><p style=\"font-weight: 400;\"><strong>Kapsam<\/strong><\/p><p style=\"font-weight: 400;\"><strong>MADDE 2 \u2013<\/strong>\u00a0(1) Bu Y\u00f6netmelik, 20\/6\/2012 tarihli ve 6331 say\u0131l\u0131 \u0130\u015f Sa\u011fl\u0131\u011f\u0131 ve G\u00fcvenli\u011fi Kanunu kapsam\u0131nda yer alan i\u015fyerlerini kapsar.<\/p><p style=\"font-weight: 400;\"><strong>Dayanak<\/strong><\/p><p style=\"font-weight: 400;\"><strong>MADDE 3 \u2013<\/strong>\u00a0(1) Bu Y\u00f6netmelik, \u0130\u015f Sa\u011fl\u0131\u011f\u0131 ve G\u00fcvenli\u011fi Kanununun 11 inci, 12 nci ve 30 uncu maddelerine dayan\u0131larak haz\u0131rlanm\u0131\u015ft\u0131r.<\/p><p style=\"font-weight: 400;\"><strong>Tan\u0131mlar<\/strong><\/p><p style=\"font-weight: 400;\"><strong>MADDE 4 \u2013<\/strong>\u00a0<strong>(De\u011fi\u015fik:RG-1\/10\/2021-31615)<\/strong><\/p><p style=\"font-weight: 400;\">(1) Bu Y\u00f6netmelikte ge\u00e7en;<\/p><ol><li style=\"font-weight: 400;\">a) Acil durum: \u0130\u015fyerinin tamam\u0131nda veya bir k\u0131sm\u0131nda meydana gelebilecek veya i\u015fyerini d\u0131\u015far\u0131dan etkileyebilecek yang\u0131n, patlama, tehlikeli kimyasal maddelerden kaynaklanan yay\u0131l\u0131m, zehirlenme, salg\u0131n hastal\u0131k, radyoaktif s\u0131z\u0131nt\u0131, sabotaj ve do\u011fal afet gibi ivedilikle m\u00fcdahale gerektiren olaylar\u0131,<\/li><li style=\"font-weight: 400;\">b) Acil durum plan\u0131: \u0130\u015fyerlerinde meydana gelebilecek acil durumlarda yap\u0131lacak i\u015f ve i\u015flemler ile uygulamaya y\u00f6nelik eylemlerin yer ald\u0131\u011f\u0131 plan\u0131,<\/li><li style=\"font-weight: 400;\">c) Toplanma yeri: Acil durumlar\u0131n olumsuz sonu\u00e7lar\u0131ndan \u00e7al\u0131\u015fanlar\u0131n etkilenmeyece\u011fi mesafede veya korunakta belirlenmi\u015f g\u00fcvenli yeri,<\/li><\/ol><p style=\"font-weight: 400;\">ifade eder.<\/p><p style=\"font-weight: 400;\"><strong>\u0130K\u0130NC\u0130 B\u00d6L\u00dcM<\/strong><\/p><p style=\"font-weight: 400;\"><strong>\u0130\u015fveren ve \u00c7al\u0131\u015fanlar\u0131nY\u00fck\u00fcml\u00fcl\u00fc\u011f\u00fc<\/strong><\/p><p style=\"font-weight: 400;\"><strong>\u0130\u015fverenin y\u00fck\u00fcml\u00fcl\u00fckleri<\/strong><\/p><p style=\"font-weight: 400;\"><strong>MADDE 5 \u2013<\/strong>\u00a0(1) \u0130\u015fverenin acil durumlara ili\u015fkin y\u00fck\u00fcml\u00fcl\u00fckleri a\u015fa\u011f\u0131da belirtilmi\u015ftir:<\/p><ol><li style=\"font-weight: 400;\">a) \u00c7al\u0131\u015fma ortam\u0131, kullan\u0131lan maddeler, i\u015f ekipman\u0131 ile \u00e7evre \u015fartlar\u0131n\u0131 dikkate alarak meydana gelebilecek ve \u00e7al\u0131\u015fan ile \u00e7al\u0131\u015fma \u00e7evresini etkileyecek acil durumlar\u0131 \u00f6nceden de\u011ferlendirerek muhtemel acil durumlar\u0131 belirler.<\/li><li style=\"font-weight: 400;\">b) Acil durumlar\u0131n olumsuz etkilerini \u00f6nleyici ve s\u0131n\u0131rland\u0131r\u0131c\u0131 tedbirleri al\u0131r.<\/li><li style=\"font-weight: 400;\">c) Acil durumlar\u0131n olumsuz etkilerinden korunmak \u00fczere gerekli \u00f6l\u00e7\u00fcm ve de\u011ferlendirmeleri yapar.<\/li><\/ol><p style=\"font-weight: 400;\">\u00e7) Acil durum planlar\u0131n\u0131 haz\u0131rlar ve tatbikatlar\u0131n yap\u0131lmas\u0131n\u0131 sa\u011flar.<\/p><ol><li style=\"font-weight: 400;\">d) Acil durumlarla m\u00fccadele i\u00e7in i\u015fyerinin b\u00fcy\u00fckl\u00fc\u011f\u00fc ve ta\u015f\u0131d\u0131\u011f\u0131 \u00f6zel tehlikeler, yap\u0131lan i\u015fin niteli\u011fi, \u00e7al\u0131\u015fan say\u0131s\u0131 ile i\u015fyerinde bulunan di\u011fer ki\u015fileri dikkate alarak; \u00f6nleme, koruma, tahliye, yang\u0131nla m\u00fccadele, ilk yard\u0131m ve benzeri konularda uygun donan\u0131ma sahip ve bu konularda e\u011fitimli yeterli say\u0131da \u00e7al\u0131\u015fan\u0131 g\u00f6revlendirir ve her zaman haz\u0131r bulunmalar\u0131n\u0131 sa\u011flar.<\/li><li style=\"font-weight: 400;\">e) \u00d6zellikle ilk yard\u0131m, acil t\u0131bbi m\u00fcdahale, kurtarma ve yang\u0131nla m\u00fccadele konular\u0131nda, i\u015fyeri d\u0131\u015f\u0131ndaki kurulu\u015flarla irtibat\u0131 sa\u011flayacak gerekli d\u00fczenlemeleri yapar.<\/li><li style=\"font-weight: 400;\">f) Acil durumlarda enerji kaynaklar\u0131n\u0131n ve tehlike yaratabilecek sistemlerin olumsuz durumlar yaratmayacak ve koruyucu sistemleri etkilemeyecek \u015fekilde devre d\u0131\u015f\u0131 b\u0131rak\u0131lmas\u0131 ile ilgili gerekli d\u00fczenlemeleri yapar.<\/li><li style=\"font-weight: 400;\">g)<strong>(De\u011fi\u015fik:RG-1\/10\/2021-31615)<\/strong>Varsa alt i\u015fveren ve ge\u00e7ici i\u015f ili\u015fkisi kurulan i\u015fverenin \u00e7al\u0131\u015fanlar\u0131, m\u00fc\u015fteri ve ziyaret\u00e7iler ile i\u015fyerinde toplant\u0131, seminer, konferans ve e\u011fitim gibi toplu halde ger\u00e7ekle\u015ftirilen faaliyetler i\u00e7in bulunan kat\u0131l\u0131mc\u0131lar ve di\u011fer ki\u015filerin acil durumlar, tahliye plan\u0131, ka\u00e7\u0131\u015f yollar\u0131, toplanma yerleri ve acil durum ekipleri hakk\u0131nda bilgilendirilmesini sa\u011flar.<\/li><\/ol><p style=\"font-weight: 400;\">\u011f)\u00a0<strong>(Ek:RG-1\/10\/2021-31615)<\/strong>\u00a0Acil durumlarda kullan\u0131lacak ki\u015fisel koruyucu donan\u0131mlar\u0131n ve m\u00fcdahale ekipmanlar\u0131n\u0131n i\u015fyerinde belirlenmi\u015f acil durumlara ve acil durum ekiplerinin g\u00f6revlerine uygun olmas\u0131n\u0131 sa\u011flar.<\/p><p style=\"font-weight: 400;\">(2) Acil durumlarla ilgili \u00f6zel g\u00f6revlendirilen \u00e7al\u0131\u015fanlar\u0131n sorumluluklar\u0131 i\u015fverenlerin konuya ili\u015fkin y\u00fck\u00fcml\u00fcl\u00fc\u011f\u00fcn\u00fc ortadan kald\u0131rmaz.<\/p><p style=\"font-weight: 400;\"><strong>\u00c7al\u0131\u015fanlar\u0131n y\u00fck\u00fcml\u00fcl\u00fck ve sorumluluklar\u0131<\/strong><\/p><p style=\"font-weight: 400;\"><strong>MADDE 6 \u2013<\/strong>\u00a0(1) \u00c7al\u0131\u015fanlar\u0131n acil durumlarla ilgili y\u00fck\u00fcml\u00fcl\u00fckleri a\u015fa\u011f\u0131da belirtilmi\u015ftir:<\/p><ol><li style=\"font-weight: 400;\">a) Acil durum plan\u0131nda belirtilen hususlar dahilinde al\u0131nan \u00f6nleyici ve s\u0131n\u0131rland\u0131r\u0131c\u0131 tedbirlere uymak.<\/li><li style=\"font-weight: 400;\">b) \u0130\u015fyerindeki makine, cihaz, ara\u00e7, gere\u00e7, tesis ve binalarda kendileri ve di\u011fer ki\u015filerin sa\u011fl\u0131k ve g\u00fcvenli\u011fini tehlikeye d\u00fc\u015f\u00fcrecek acil durum ile kar\u015f\u0131la\u015ft\u0131klar\u0131nda; hemen\u00a0 en yak\u0131n amirine, acil durumla ilgili g\u00f6revlendirilen sorumluya veya \u00e7al\u0131\u015fan temsilcisine haber vermek.<\/li><li style=\"font-weight: 400;\">c) Acil durumun giderilmesi i\u00e7in, i\u015fveren ile i\u015fyeri d\u0131\u015f\u0131ndaki ilgili kurulu\u015flardan olay yerine intikal eden ekiplerin talimatlar\u0131na uymak.<\/li><\/ol><p style=\"font-weight: 400;\">\u00e7) Acil durumlar s\u0131ras\u0131nda kendisinin ve \u00e7al\u0131\u015fma arkada\u015flar\u0131n\u0131n hayat\u0131n\u0131 tehlikeye d\u00fc\u015f\u00fcrmeyecek \u015fekilde davranmak.<\/p><p style=\"font-weight: 400;\">(2) \u0130\u015fveren, \u00e7al\u0131\u015fanlar\u0131n kendileri veya di\u011fer ki\u015filerin g\u00fcvenli\u011fi i\u00e7in ciddi ve yak\u0131n bir tehlike ile kar\u015f\u0131la\u015ft\u0131klar\u0131 ve amirine hemen haber veremedikleri durumlarda; istenmeyen sonu\u00e7lar\u0131n \u00f6nlenmesi i\u00e7in, bilgileri ve mevcut teknik donan\u0131mlar\u0131 \u00e7er\u00e7evesinde m\u00fcdahale edebilmelerine imk\u00e2n sa\u011flar. B\u00f6yle bir durumda \u00e7al\u0131\u015fanlar, ihmal veya dikkatsiz davran\u0131\u015flar\u0131 olmad\u0131k\u00e7a yapt\u0131klar\u0131 m\u00fcdahaleden dolay\u0131 sorumlu tutulamaz.<\/p><p style=\"font-weight: 400;\"><strong>\u00dc\u00c7\u00dcNC\u00dc B\u00d6L\u00dcM<\/strong><\/p><p style=\"font-weight: 400;\"><strong>Acil Durum Plan\u0131n\u0131n Haz\u0131rlanmas\u0131<\/strong><\/p><p style=\"font-weight: 400;\"><strong>Acil durum plan\u0131<\/strong><\/p><p style=\"font-weight: 400;\"><strong>MADDE 7 \u2013<\/strong>\u00a0(1) Acil durum plan\u0131, t\u00fcm i\u015fyerleri i\u00e7in tasar\u0131m veya kurulu\u015f a\u015famas\u0131ndan ba\u015flamak \u00fczere acil durumlar\u0131n belirlenmesi, bunlar\u0131n olumsuz etkilerini \u00f6nleyici ve s\u0131n\u0131rland\u0131r\u0131c\u0131 tedbirlerin al\u0131nmas\u0131, g\u00f6revlendirilecek ki\u015filerin belirlenmesi, acil durum m\u00fcdahale ve tahliye y\u00f6ntemlerinin olu\u015fturulmas\u0131, dok\u00fcmantasyon, tatbikat ve acil durum plan\u0131n\u0131n yenilenmesi a\u015famalar\u0131 izlenerek haz\u0131rlan\u0131r.<\/p><p style=\"font-weight: 400;\"><strong>Acil durumlar\u0131n belirlenmesi<\/strong><\/p><p style=\"font-weight: 400;\"><strong>MADDE 8 \u2013<\/strong>\u00a0<strong>(De\u011fi\u015fik:RG-1\/10\/2021-31615)<\/strong><\/p><p style=\"font-weight: 400;\">(1) \u0130\u015fyerinde meydana gelebilecek acil durumlar, yap\u0131lan risk de\u011ferlendirmesi sonu\u00e7lar\u0131 ile a\u015fa\u011f\u0131daki ve benzeri hususlar dikkate al\u0131narak belirlenir:<\/p><ol><li style=\"font-weight: 400;\">a) Yang\u0131n ve patlama ihtimali.<\/li><li style=\"font-weight: 400;\">b) Tehlikeli kimyasal, biyolojik, radyoaktif ve n\u00fckleer maddelerden kaynaklanan yay\u0131l\u0131m, zehirlenme ve salg\u0131n hastal\u0131k ihtimali.<\/li><li style=\"font-weight: 400;\">c) Do\u011fal afetlerin meydana gelme ihtimali.<\/li><\/ol><p style=\"font-weight: 400;\">\u00e7) Sabotaj ihtimali.<\/p><p style=\"font-weight: 400;\"><strong>\u00d6nleyici ve s\u0131n\u0131rland\u0131r\u0131c\u0131 tedbirler<\/strong><\/p><p style=\"font-weight: 400;\"><strong>MADDE 9 \u2013<\/strong>\u00a0(1) \u0130\u015fveren, belirledi\u011fi m\u00fcmk\u00fcn ve muhtemel acil durumlar\u0131n olu\u015fturabilece\u011fi zararlar\u0131 \u00f6nlemek ve daha b\u00fcy\u00fck etkilerini s\u0131n\u0131rland\u0131rmak \u00fczere gerekli tedbirleri al\u0131r.<\/p><p style=\"font-weight: 400;\">(2) Acil durumlar\u0131n olumsuz etkilerinden korunmak \u00fczere tedbirler belirlenirken gerekli oldu\u011fu durumda \u00f6l\u00e7\u00fcm ve de\u011ferlendirmeler yap\u0131l\u0131r.<\/p><p style=\"font-weight: 400;\">(3) Al\u0131nacak tedbirler, risklerden korunma ilkelerine uygun olur ve toplu korumay\u0131 esas al\u0131r.<\/p><p style=\"font-weight: 400;\"><strong>Acil durum m\u00fcdahale ve tahliye y\u00f6ntemleri<\/strong><\/p><p style=\"font-weight: 400;\"><strong>MADDE 10 \u2013<\/strong>\u00a0(1) \u0130\u015fverence acil durumlar\u0131n meydana gelmesi halinde uyar\u0131 verme, arama, kurtarma, tahliye, haberle\u015fme, ilk yard\u0131m ve yang\u0131nla m\u00fccadele gibi uygulanmas\u0131 gereken acil durum m\u00fcdahale y\u00f6ntemleri belirlenir ve yaz\u0131l\u0131 hale getirilir.<\/p><p style=\"font-weight: 400;\">(2) Tahliye sonras\u0131, i\u015fyeri d\u00e2hilinde kalm\u0131\u015f olabilecek \u00e7al\u0131\u015fanlar\u0131n belirlenmesi i\u00e7in say\u0131m da d\u00e2hil olmak \u00fczere gerekli kontroller yap\u0131l\u0131r.<\/p><p style=\"font-weight: 400;\">(3) \u0130\u015fveren, i\u015fyerinde acil durumlar\u0131n meydana gelmesi halinde \u00e7al\u0131\u015fanlar\u0131n bu durumun olumsuz etkilerinden korunmas\u0131 i\u00e7in bulunduklar\u0131 yerden g\u00fcvenli bir yere gidebilmeleri amac\u0131yla izlenebilecek uygun tahliye d\u00fczenlemelerini acil durum plan\u0131nda belirtir ve \u00e7al\u0131\u015fanlara \u00f6nceden gerekli talimatlar\u0131 verir.<\/p><p style=\"font-weight: 400;\">(4)\u00a0<strong>(De\u011fi\u015fik:RG-1\/10\/2021-31615)<\/strong>\u00a0\u0130\u015fyerlerindeki; ya\u015fl\u0131, engelli, gebe \u00e7al\u0131\u015fanlar ile kre\u015fteki \u00e7ocuklara tahliye esnas\u0131nda refakat edilmesi i\u00e7in tedbirler al\u0131n\u0131r.<\/p><p style=\"font-weight: 400;\">(5) Acil durum m\u00fcdahale ve tahliye y\u00f6ntemleri olu\u015fturulurken 27\/11\/2007 tarihli ve 2007\/12937 say\u0131l\u0131 Bakanlar Kurulu Karar\u0131yla y\u00fcr\u00fcrl\u00fc\u011fe konulan Binalar\u0131n Yang\u0131ndan Korunmas\u0131 Hakk\u0131nda Y\u00f6netmelik h\u00fck\u00fcmleri dikkate al\u0131n\u0131r.<\/p><p style=\"font-weight: 400;\">(6) Acil durum m\u00fcdahale ve tahliye y\u00f6ntemleri olu\u015fturulurken \u00e7al\u0131\u015fanlar d\u0131\u015f\u0131nda m\u00fc\u015fteri, ziyaret\u00e7i gibi i\u015fyerinde bulunmas\u0131 muhtemel di\u011fer ki\u015filer de g\u00f6z \u00f6n\u00fcnde bulundurulur.<\/p><p style=\"font-weight: 400;\">(7)\u00a0<strong>(Ek:RG-1\/10\/2021-31615)<\/strong>\u00a0Acil durum m\u00fcdahale ve tahliye y\u00f6ntemleri, yak\u0131ndaki i\u015fyerleri ve \u00e7evreden gelebilecek olumsuz etkiler de dikkate al\u0131narak belirlenir.<\/p><p style=\"font-weight: 400;\"><strong>Acil durum ekipleri ve g\u00f6revleri<\/strong><\/p><p style=\"font-weight: 400;\"><strong>MADDE 11 \u2013\u00a0(Ba\u015fl\u0131\u011f\u0131 ile Birlikte De\u011fi\u015fik:RG-1\/10\/2021-31615)<\/strong><\/p><p style=\"font-weight: 400;\">(1) \u0130\u015fveren; i\u015fyerlerinde a\u015fa\u011f\u0131da yer alan acil durum ekiplerini olu\u015fturur:<\/p><ol><li style=\"font-weight: 400;\">a) S\u00f6nd\u00fcrme ekibi.<\/li><li style=\"font-weight: 400;\">b) Kurtarma ekibi.<\/li><li style=\"font-weight: 400;\">c) Koruma ekibi.<\/li><\/ol><p style=\"font-weight: 400;\">\u00e7) \u0130lk yard\u0131m ekibi.<\/p><p style=\"font-weight: 400;\">(2) Birinci f\u0131krada yer alan ekiplerin g\u00f6revleri a\u015fa\u011f\u0131da belirtilmi\u015ftir:<\/p><ol><li style=\"font-weight: 400;\">a) S\u00f6nd\u00fcrme ekibi: \u0130\u015fyerinde \u00e7\u0131kabilecek yang\u0131nlara derhal m\u00fcdahale ederek m\u00fcmk\u00fcnse yang\u0131n\u0131 kontrol alt\u0131na almak, yang\u0131n\u0131n geni\u015flemesine mani olmak ve s\u00f6nd\u00fcrme faaliyetlerini y\u00fcr\u00fctmek.<\/li><li style=\"font-weight: 400;\">b) Kurtarma ekibi: \u0130\u015fyerlerinde acil durum sonras\u0131; \u00e7al\u0131\u015fanlar\u0131n, ziyaret\u00e7ilerin ve di\u011fer ki\u015filerin arama ve kurtarma i\u015flerini ger\u00e7ekle\u015ftirmek.<\/li><li style=\"font-weight: 400;\">c) Koruma ekibi: Acil durum nedeniyle ortaya \u00e7\u0131kmas\u0131 muhtemel panik ve karga\u015fay\u0131 \u00f6nlemek, acil durum ekipleri aras\u0131ndaki koordinasyon i\u015flerini ger\u00e7ekle\u015ftirmek, say\u0131m i\u015flerini y\u00fcr\u00fctmek, gerekti\u011finde ilgili ulusal ve yerel kurumlar\u0131n m\u00fcdahale ekiplerine bilgi vermek.<\/li><\/ol><p style=\"font-weight: 400;\">\u00e7) \u0130lk yard\u0131m ekibi: Acil durumdan olumsuz etkilenen ki\u015filerin ilk yard\u0131m m\u00fcdahalelerini ger\u00e7ekle\u015ftirmek.<\/p><p style=\"font-weight: 400;\">(3) \u0130\u015fveren, birinci f\u0131krada yer alan ekiplerden s\u00f6nd\u00fcrme, kurtarma ve koruma ekiplerinin her biri i\u00e7in i\u015fyerlerinin tehlike s\u0131n\u0131f\u0131na g\u00f6re;<\/p><ol><li style=\"font-weight: 400;\">a) \u00c7ok tehlikeli s\u0131n\u0131fta yer alan i\u015fyerlerinde her 30 \u00e7al\u0131\u015fana kadar,<\/li><li style=\"font-weight: 400;\">b) Tehlikeli s\u0131n\u0131fta yer alan i\u015fyerlerinde her 40 \u00e7al\u0131\u015fana kadar,<\/li><li style=\"font-weight: 400;\">c) Az tehlikeli s\u0131n\u0131fta yer alan i\u015fyerlerinde her 50 \u00e7al\u0131\u015fana kadar<\/li><\/ol><p style=\"font-weight: 400;\">uygun donan\u0131ma sahip ve \u00f6zel e\u011fitimli en az birer \u00e7al\u0131\u015fan\u0131 destek eleman\u0131 olarak g\u00f6revlendirir. Ekiplerin g\u00f6revlendirilmesine ili\u015fkin \u00f6rnek tablo Ek-3\u2019te yer almaktad\u0131r.<\/p><p style=\"font-weight: 400;\">(4) 10\u2019dan az \u00e7al\u0131\u015fan\u0131 olan i\u015fyerlerinde; acil durumlara ili\u015fkin ulusal ve yerel kurum ve kurulu\u015flarla irtibat\u0131 sa\u011flamak ve birinci f\u0131krada yer alan ekiplerden s\u00f6nd\u00fcrme, kurtarma ve koruma ekiplerinin tamam\u0131 i\u00e7in uygun donan\u0131ma sahip ve \u00f6zel e\u011fitimli en az bir \u00e7al\u0131\u015fan\u0131n destek eleman\u0131 olarak g\u00f6revlendirilmesi yeterlidir.<\/p><p style=\"font-weight: 400;\">(5) \u0130\u015fveren, ilk yard\u0131m konusunda 29\/7\/2015 tarihli ve 29429 say\u0131l\u0131 Resm\u00ee Gazete\u2019de yay\u0131mlanan \u0130lkyard\u0131m Y\u00f6netmeli\u011fi esaslar\u0131na g\u00f6re destek eleman\u0131 g\u00f6revlendirir.<\/p><p style=\"font-weight: 400;\">(6) Her konu i\u00e7in birden fazla \u00e7al\u0131\u015fan\u0131n g\u00f6revlendirilmesi gereken i\u015fyerlerinde bu \u00e7al\u0131\u015fanlar konular\u0131na g\u00f6re ekipler halinde koordineli olarak g\u00f6rev yapar. Tatbikat formu haz\u0131rlan\u0131rken kullan\u0131labilecek \u00f6rnek form Ek-2\u2019de yer almaktad\u0131r.<\/p><p style=\"font-weight: 400;\">(2)\u00a0<strong>(Ek:RG-1\/10\/2021-31615)<sup>(1)<\/sup><\/strong><sup>\u00a0<\/sup>Tatbikat 19\/9\/2013 tarihli ve 28770 say\u0131l\u0131 Resm\u00ee Gazete\u2019de yay\u0131mlanan Maden \u0130\u015fyerlerinde \u0130\u015f Sa\u011fl\u0131\u011f\u0131 ve G\u00fcvenli\u011fi Y\u00f6netmeli\u011fi kapsam\u0131ndaki i\u015fyerleri i\u00e7in an\u0131lan Y\u00f6netmelik h\u00fck\u00fcmlerine g\u00f6re, di\u011fer i\u015fyerleri i\u00e7in en ge\u00e7 y\u0131lda bir yap\u0131l\u0131r.<\/p><p style=\"font-weight: 400;\">(3) Ger\u00e7ekle\u015ftirilen tatbikat neticesinde varsa aksayan y\u00f6nler ve kazan\u0131lan deneyimlere g\u00f6re acil durum planlar\u0131 g\u00f6zden ge\u00e7irilerek gerekli d\u00fczeltmeler yap\u0131l\u0131r.<\/p><p style=\"font-weight: 400;\">(4) Birden fazla i\u015fyerinin bulundu\u011fu i\u015f merkezleri, i\u015f hanlar\u0131ndaki i\u015fyerlerinde tatbikatlar y\u00f6netimin koordinasyonu ile y\u00fcr\u00fct\u00fcl\u00fcr.<\/p><p style=\"font-weight: 400;\"><strong>Acil durum plan\u0131n\u0131n yenilenmesi<\/strong><\/p><p style=\"font-weight: 400;\"><strong>MADDE 14 \u2013<\/strong>\u00a0(1) \u0130\u015fyerinde\u00a0<strong>(Ek ibare:RG-1\/10\/2021-31615)<\/strong>\u00a0<u>veya yak\u0131n \u00e7evresinde<\/u>, belirlenmi\u015f olan acil durumlar\u0131 etkileyebilecek veya yeni acil durumlar\u0131n ortaya \u00e7\u0131kmas\u0131na neden olacak de\u011fi\u015fikliklerin meydana gelmesi halinde\u00a0<strong>(M\u00fclga ibare:RG-1\/10\/2021-31615)<\/strong>\u00a0acil durum plan\u0131 tamamen veya k\u0131smen yenilenir.<\/p><p style=\"font-weight: 400;\">(2) Birinci f\u0131krada belirtilen durumlardan ba\u011f\u0131ms\u0131z olarak, haz\u0131rlanm\u0131\u015f olan acil durum planlar\u0131; tehlike s\u0131n\u0131f\u0131na g\u00f6re \u00e7ok tehlikeli, tehlikeli ve az tehlikeli i\u015fyerlerinde s\u0131ras\u0131yla en ge\u00e7 iki, d\u00f6rt ve alt\u0131 y\u0131lda bir yenilenir.<\/p><p style=\"font-weight: 400;\"><strong>\u00c7al\u0131\u015fanlar\u0131n bilgilendirilmesi ve e\u011fitim<\/strong><\/p><p style=\"font-weight: 400;\"><strong>MADDE 15 \u2013<\/strong>\u00a0<strong>(De\u011fi\u015fik:RG-1\/10\/2021-31615)<\/strong><\/p><p style=\"font-weight: 400;\">(1) T\u00fcm \u00e7al\u0131\u015fanlar acil durum planlar\u0131 ile s\u00f6nd\u00fcrme, kurtarma, koruma ve ilk yard\u0131m ekiplerinde g\u00f6revlendirilen destek elemanlar\u0131 hakk\u0131nda bilgilendirilir.<\/p><p style=\"font-weight: 400;\">(2) \u0130\u015fe yeni al\u0131nan \u00e7al\u0131\u015fana ve herhangi bir i\u015fverenden ge\u00e7ici bir s\u00fcre i\u00e7in \u00e7al\u0131\u015fmak \u00fczere devral\u0131nan \u00e7al\u0131\u015fanlara, i\u015f sa\u011fl\u0131\u011f\u0131 ve g\u00fcvenli\u011fi e\u011fitimlerine ilave olarak acil durum planlar\u0131 ile ilgili bilgilendirme yap\u0131l\u0131r.<\/p><p style=\"font-weight: 400;\">(3) Acil durum konular\u0131yla ilgili \u00f6zel olarak g\u00f6revlendirilenler, y\u00fcr\u00fctecekleri faaliyetler ile ilgili \u00f6zel olarak e\u011fitilir. S\u00f6nd\u00fcrme, kurtarma ve koruma ekiplerine verilecek \u00f6zel e\u011fitimler Binalar\u0131n Yang\u0131ndan Korunmas\u0131 Hakk\u0131ndaki Y\u00f6netmelik h\u00fck\u00fcmleri sakl\u0131 kalmak kayd\u0131yla i\u015fyerinde sa\u011fl\u0131k ve g\u00fcvenlik hizmetini y\u00fcr\u00fcten i\u015f g\u00fcvenli\u011fi uzman\u0131, i\u015fyeri hekimi veya i\u015f sa\u011fl\u0131\u011f\u0131 ve g\u00fcvenli\u011fi hizmetlerinin i\u015fverence y\u00fcr\u00fct\u00fclmesi halinde i\u015fveren taraf\u0131ndan verilebilir. Bu e\u011fitimler, i\u015fveren ile e\u011fitim verenlerce imzalanarak belgelendirilir. Ayr\u0131ca bu e\u011fitimler; Afet ve Acil Durum Y\u00f6netimi Ba\u015fkanl\u0131\u011f\u0131, i\u015f\u00e7i, i\u015fveren ve kamu g\u00f6revlileri kurulu\u015flar\u0131 veya bu kurulu\u015flarca kurulan e\u011fitim vak\u0131flar\u0131 ve ortakla\u015fa olu\u015fturduklar\u0131 e\u011fitim merkezleri, kamu kurumu niteli\u011findeki meslek kurulu\u015flar\u0131, \u00fcniversiteler, belediyeler veya itfaiyeler taraf\u0131ndan da verilebilir.<\/p><p style=\"font-weight: 400;\">(4) \u0130lk yard\u0131m ekibindeki destek elemanlar\u0131n\u0131n alaca\u011f\u0131 ilk yard\u0131mc\u0131 e\u011fitimlerinin \u0130lkyard\u0131m Y\u00f6netmeli\u011fi esaslar\u0131nca al\u0131nmas\u0131 sa\u011flan\u0131r.<\/p><p style=\"font-weight: 400;\">\u00a0<\/p><p style=\"font-weight: 400;\"><strong>D\u00d6RD\u00dcNC\u00dc B\u00d6L\u00dcM<\/strong><\/p><p style=\"font-weight: 400;\"><strong>\u00c7e\u015fitli ve Son H\u00fck\u00fcmler<\/strong><\/p><p style=\"font-weight: Sa\u011fl\u0131\u011f\u0131 ve G\u00fcvenli\u011fi Kanununun 29 uncu maddesi gere\u011fince g\u00fcvenlik raporu haz\u0131rlanan i\u015fyerlerinde haz\u0131rlanacak dahili acil durum planlar\u0131 bu Y\u00f6netmelikte belirtilen acil durum plan\u0131 haz\u0131rl\u0131\u011f\u0131nda dikkate al\u0131narak kullan\u0131l\u0131r.<\/p><p style=\"font-weight: 400;\"><strong>Birden fazla i\u015fveren olmas\u0131 durumunda acil durum planlar\u0131<\/strong><\/p><p style=\"font-weight: 400;\"><strong>MADDE 17 \u2013<\/strong>\u00a0(1) Ayn\u0131 \u00e7al\u0131\u015fma alan\u0131n\u0131 birden fazla i\u015fverenin payla\u015fmas\u0131 durumunda, y\u00fcr\u00fct\u00fclen i\u015fler i\u00e7in di\u011fer i\u015fverenlerin y\u00fcr\u00fctt\u00fc\u011f\u00fc i\u015fler de g\u00f6z \u00f6n\u00fcnde bulundurularak acil durum plan\u0131 i\u015fverenlerce ortakla\u015fa haz\u0131rlan\u0131r.<\/p><p style=\"font-weight: 400;\">(2) Birden fazla i\u015fyerinin bulundu\u011fu i\u015f merkezleri, i\u015f hanlar\u0131, sanayi b\u00f6lgeleri veya sitelerinin i\u015fyerlerince haz\u0131rlanan acil durum planlar\u0131n\u0131n koordinasyonu y\u00f6netim taraf\u0131ndan y\u00fcr\u00fct\u00fcl\u00fcr.<\/p><p style=\"font-weight: 400;\"><strong>As\u0131l i\u015fveren ve alt i\u015fveren ili\u015fkisinin bulundu\u011fu i\u015fyerlerinde acil durum planlar\u0131<\/strong><\/p><p style=\"font-weight: 400;\"><strong>MADDE 18 \u2013<\/strong>\u00a0(1) Bir i\u015fyerinde bir veya daha fazla alt i\u015fveren bulunmas\u0131 halinde acil durum planlar\u0131n\u0131n haz\u0131rlanmas\u0131 konusunda i\u015fyerinin b\u00fct\u00fcn\u00fc i\u00e7in as\u0131l i\u015fveren, kendi \u00e7al\u0131\u015fma alan\u0131 ve yapt\u0131klar\u0131 i\u015fler ile s\u0131n\u0131rl\u0131 olmak \u00fczere alt i\u015fverenler sorumludur.<\/p><p style=\"font-weight: 400;\"><strong>(De\u011fi\u015fik style=\"font-weight: 400;\"><strong>Acil durum plan\u0131 rehberleri<\/strong><\/p><p style=\"font-weight: 400;\"><strong>MADDE 20 \u2013<\/strong>\u00a0(1) Kamu kurum ve kurulu\u015flar\u0131, kamu kurumu niteli\u011findeki meslek kurulu\u015flar\u0131, i\u015f\u00e7i-i\u015fveren ve memur sendikalar\u0131 ile kamu yarar\u0131na \u00e7al\u0131\u015fan sivil toplum kurulu\u015flar\u0131n\u0131n \u2013<\/strong>\u00a0(1) 6331 say\u0131l\u0131 Kanun gere\u011fince ve bu Y\u00f6netmeli\u011fin yay\u0131m tarihi \u00f6ncesinde;<\/p><ol><li style=\"font-weight: 400;\">a) Haz\u0131rlanm\u0131\u015f olan acil durum planlar\u0131 bir y\u0131l i\u00e7erisinde Y\u00f6netmeli\u011fe g\u00f6re g\u00f6zden ge\u00e7irilerek revize edilir.<\/li><li style=\"font-weight: 400;\">b) \u0130\u015fyerlerinde ger\u00e7ekle\u015ftirilmi\u015f olan tatbikatlar s\u00fcresince ge\u00e7erli say\u0131l\u0131r.<\/li><\/ol><p style=\"font-weight: 400;\"><strong>Ekip e\u011fitimlerinin tamamlanmas\u0131<\/strong><\/p><p style=\"font-weight: 400;\"><strong>GE\u00c7\u0130C\u0130 MADDE 2 \u2013<\/strong>\u00a0(1) Bu Y\u00f6netmelik kapsam\u0131nda kurulacak olan ekiplerin e\u011fitimleri, bu Y\u00f6netmeli\u011fin yay\u0131m\u0131 tarihinden itibaren bir y\u0131l i\u00e7inde tamamlan\u0131r.<\/p><p style=\"font-weight: 400;\"><strong>Mevcut acil durum ekipleri<\/strong><\/p><p style=\"font-weight: 400;\"><strong>GE\u00c7\u0130C\u0130 MADDE 3 \u2013\u00a0(Ek:RG-1\/10\/2021-31615)<\/strong><\/p><p style=\"font-weight: 400;\">(1) \u0130\u015fyerlerinde mevcut bulunan acil durum ekipleri, bu maddenin yay\u0131m\u0131 tarihinden itibaren alt\u0131 ay boyunca g\u00f6revlerini s\u00fcrd\u00fcr\u00fcr ve mevcut dok\u00fcmanlar ge\u00e7erlili\u011fini korur.
